Mr. Bechard has obtained a Bachelor of Environmental Studies Degree in Urban and Regional Planning from the University of Waterloo, a Master’s of Science in Rural Planning and Development from the University of Guelph. He is a Member of the Canadian Institute of Planners and the Ontario Professional Planners Institute.
Mr. Bechard began his career in 1986 with the City of Kitchener as a Development Planner responsible for the preparation and implementation of a Comprehensive Zoning By-law for Commercial, Industrial and Parks and Open Space land uses. He was also responsible for the processing of Planning Act applications for Site Plan, Rezoning, Draft Plans of Subdivision / Condominium.
Between 1988 and 1991 Mr. Bechard was a Planner with Dryden, Smith & Head, Kitchener providing a full range of private and public sector consulting services. In 1991 he joined Weston Associates as a Senior Planner gaining progressive responsibility in the management of Planning Act applications for Site Plan, Rezoning, Draft Plans of Subdivision / Condominium and appearing as an expert witness before the Ontario Municipal Board. Key projects at this time included the Growth Strategy for the Town of Elmira and participation in the CMHC – Vaughan OMB hearing respecting the provision of affordable housing.
In 1994 Mr. Bechard joined a privately held waste services company, later acquired by Waste Management, and until 2008 held the position of Director, Public Affairs. He was responsible for several environmental assessment planning projects for major waste disposal sites under the Environmental Assessment Act and Planning Act and regulatory approvals under the Environmental Protection Act. He has appeared as a witness before the Environmental Assessment Board and the Competition Bureau. A key project included the Kirkland Lake Adams Mine Environmental Assessment for Toronto Ontario’s waste.
Between 2008 and 2010 Mr. Bechard held the position Director, Environmental Assessments with Waterfront Toronto Revitalization Corporation. This role included the management of numerous environmental assessment and land use planning projects involved in the revitalization of 800 hectares of land on Toronto’s waterfront. A key project included the Gardiner Expressway Environmental Assessment examining the future of the elevated highway running from Jarvis St. to the Don Valley Parkway and the potential impact of various design options on new waterfront communities.
In 2010 Mr. Bechard joined Entropex a privately held clean technology company involved in the recovery of post-consumer (Blue Box) plastics as Vice President, Development. In 2012 Entropex introduced a market disruptive technology for plastics recovery to the industry. This technology has led to a 30% increase in Blue Box plastics recovery in Ontario. Entropex was awarded the 2013 American Chemistry Council Recycling Innovation Award.
Mr. Bechard joined Weston Consulting in 2015 as a Senior Associate. He provides a full range of planning and environmental assessment services to private and public sector clients including the management of Planning Act applications for Site Plan, Rezoning, Draft Plans of Subdivision / Condominium and appearing as an expert witness before the Ontario Municipal Board.
